Interior Board Of Land Appeals (IBLA)
The Board is an authorized representative of the Secretary for the purpose of hearing, considering and determining, as fully and finally as might the Secretary, matters within the jurisdiction of the Department. The Board consists of a Chief Administrative Judge and regular members designated as Administrative Law Judges. The Chief Administrative Judge may direct that an appeal may be decided by a panel of any two Administrative Judges, but if they are unable to agree upon a decision, the Chief Administrative Judge may assign one or more additional Administrative Judges to consider the appeal. The concurrence of a majority of the Board who consider the appeal shall be sufficient for a decision.
